That message simply means they will wait and then move eventually. They will move domes but it takes a moment. Manually moving them gets me the message that there are no shuttles available. I also turn on specialist only in those buildings (farms and research) so the non specialists get kicked out and hopefully move to get trained but instead they mill around.
However I still have botnists, scientists, etc living here when the farming and science dome still have open space. As people graduate they should move out because of the thumbs down and others should fill in the space. Those who don't due to lack of space will work in the infirmary, grocery, etc (all of which have no specialist only option turned on). My idea was that kids and Earthborn will migrate here and attend school. I didn't thumbs up because I didn't want them all to abandon jobs in other domes however. So I have specialists in this dome all thumbs down. But if I remember correctly I'm trying to get all my non specialized people into my university dome.

There might be a mod out there to help out, or someone who mods this game would know how the code actually works, but I usually just brute force it by building a bunch of hubs and call it a day. Even then, the transfer will be slow (takes a few days), I still get some geologists, officers, etc transferring over that I don't want wasting space in the science dome, and some scientists will just refuse to move.Īlso setting the priority for the research buildings to high and setting them to accept scientists only seems to help the system prioritize moving the scientists. Sometimes to force the issue I also ban the same specialists from the domes they're coming from.įor example if I'm starting a science dome, thumbs up for scientists there, ban all other trades (except medical) and ban scientists from all the starting domes. One thing I've found is you have to put the thumbs up on the specialists you want in the incoming dome. The way the system manages their prioritization/tasking is about as broken as drones, but with drones you can brute force it by cramming 50 of them around a hub.
